30% savings target
At least 30% savings by the end of 2029 against the 2016-2018 reference consumption. In 2030, institutions are classified as successful or unsuccessful. Ecowat shows the distance to target and the 2029 projection.
Ecowat is a Corporate Energy Operating System that measures institutions' energy-saving target, reports on it and keeps it audit-ready. It brings the energy reality scattered across invoice archives, field panels and staff memory into one context, showing the distance to the 30% target, the penalties paid and what needs to be done on a single screen.
01 — Starting point
In multi-building institutions, the reality of energy does not flow through a single channel. The data exists; but because it cannot be connected, it cannot produce a management decision. The technical team's effort stays invisible, and the Ministry report is rebuilt in Excel every year.
Official records, live stream, operational memory and strategy meet on the same hierarchy tree.
Every field intervention leaves a sealed trace; the technical team's contribution becomes measurable.
Even when staff change, reference values, correspondence and intervention history stay with the institution.
Electricity and gas invoices, sitting in accounting, administrative affairs or procurement archives.
Live readings on site, in panels, or locked inside a hardware vendor's proprietary software.
Alarms, penalties and fault interventions living in staff memory or messaging groups.
ISO 50001 work, audits and projections scattered across different consultants' laptops.
02 — Legal obligations
Energy efficiency is no longer a choice but an obligation with a fixed calendar. Responsibility lies with the spending authority and the energy manager. Ecowat measures, documents and keeps the calendar of these obligations.
At least 30% savings by the end of 2029 against the 2016-2018 reference consumption. In 2030, institutions are classified as successful or unsuccessful. Ecowat shows the distance to target and the 2029 projection.
Actual consumption, measures taken and savings are reported to the Ministry by the end of March every year. Ecowat prepares Table-2 in the Ministry format, with an evidence pack based on invoices and measurements.
Buildings above the consumption or floor-area threshold set by regulation must appoint an energy manager. Ecowat calculates the thresholds and tracks appointments and the 60-day replacement period.
Buildings obliged to appoint an energy manager must implement and certify ISO 50001. Ecowat produces EnPIs, baselines, specific energy consumption and carbon intensity indicators.
Improving compensation in buildings with reactive penalties is one of the Guide's measures. Ecowat tracks the reactive ratio during the month, forecasts the month-end penalty and warns before it occurs.
Incorrect billing and penalties paid are audit findings. Ecowat checks every invoice for index, multiplier, tariff, reactive charge and outage compensation, and drafts the objection letter.
For institutions that buy electricity through tenders, Ecowat forecasts next-period consumption from the load profile, recommends contracted power and produces the technical specification annex.
For non-residential generation plants, netting is hourly and energy fed to the grid is capped at twice the consumption. Ecowat tracks hourly matching and the paid generation limit.
Reporting, budget and tender periods are defined in Ecowat as tasks and reminders; as deadlines approach, missing data and approvals are notified to the responsible person.
The entire dashboard recalculates instantly for every selected node — from the institution total down to a single meter. Locations link together into a tree of unlimited depth.
03 — Unchanging backbone
Every Ecowat capability runs on one flexible hierarchy. However deep your organisation goes — directorate, hospital, block, floor, panel, meter — the tree adapts to it.
Each user acts only on the buildings they are responsible for.
Every report automatically aggregates all points beneath the selected node.
Each location is bound to a building type; its activity data and EnPI catalogue follow from that.
Historical data is preserved even when a meter is replaced.
04 — Modules
Every module is tied to a legal obligation and designed around the "separation" rule: official data and operational data, forecast and measurement, system and human never mix.
The main screen where the spending authority and senior management see the institution at a glance. For the selected institution, campus or building: distance to the 30% target, reactive and excess-power charges paid this year, open invoice findings, alarms awaiting action and days left to the March report.
The highest-security layer where official invoices, fuel records and activity data are processed. Electricity, natural gas, solid and liquid fuels are converted to TOE; every invoice is compared with measured data.
15-minute load profiles, indexes and event logs from distribution company meters; a data health matrix and warnings as contracted power is approached. No hardware installation required.
Month-end projection of the reactive ratio, contracted power excess and communication outage rules. Warns before a penalty occurs; the alarm does not disappear even if the value returns to normal.
Energy baseline (EnB), significant energy uses (SEU), specific energy consumption and carbon intensity; performance tracking adjusted for climate and activity.
"If all lighting switches to LED", "if solar is installed on the roof", "if compensation is renewed" — an extensible scenario catalogue tied to the Guide's measures; common output: ₺/yr · payback · kWh · CO₂. Financing (VAP/EPC grant ratio) is built into every investment scenario; paybacks over 10 years are flagged.
The Candidate Benefit forecast by the simulator is verified by measurement after the measure is implemented, then sealed. Forecast and actual savings sit side by side; only verified gains count towards the institution's savings total.
Produces the Table-2 report in the Ministry format together with an evidence pack of invoices, measurement summaries and the calculation trail. It never dumps raw data: approved data is frozen with the Ecowat system seal and a timestamp into PDF/Excel. A ready report set for the Court of Accounts and internal audit, and the Access Log showing every entry by Asya Mavi Enerji consultants, sit in the same center — silent access is impossible.
05 — Visible trust principle
In Ecowat every critical step is recorded with four separate seals — leaving a record that can be defended before an auditor.
The person who entered or corrected data, or closed an alarm, is identified on every record.
The time of each action is recorded so that it cannot be changed.
Every record is digitally sealed; changes made outside the system are detected.
The justification written for critical changes is kept and cannot be deleted.
Official reports and savings calculations rely on invoices and fuel records; meter data verifies the invoice.
Even if the value returns to normal, the alarm stays open until the responsible person writes an intervention note.
Invoices, activity data and intervention notes cannot be deleted; every correction is kept with its justification.
An Asya Mavi Enerji consultant enters your institution's screens only with authorisation; every session is visible in the institution's access log.
06 — Activity data normalization
"This hospital burned 200,000 kWh this month" means nothing on its own — did more patients arrive, was it a cold winter, did a new block open? Ecowat normalises consumption against the activity data that reflects the institution's operational volume, turning it into efficiency per unit of work.
Round-the-clock service, medical equipment load, heavy HVAC and hot-water demand. The hardest typology: consumption cannot be cut, only made more efficient.
Multi-building campuses; seasonal and academic-calendar (exams/summer break) swings in occupancy.
24/7 high security, accommodation, continuous kitchen and laundry operation. Loads with zero tolerance for interruption dominate.
Weekday office density; HVAC and lighting peaking during working hours. The biggest opportunity: tracking out-of-hours base load.
The largest electricity cost of municipalities and water utilities: pumping and booster stations, water reservoirs, park and street lighting. Geographically dispersed, with many consumption points; reactive penalties and communication outages are the most frequent alarms.
Consumption concentrated in the evening; hot water, heating and kitchen loads dominate. Electricity and gas must be tracked together.
07 — Energy simulator
Before a measure is implemented, the simulator calculates what it would deliver using your institution's own data: annual savings, payback period, energy and carbon impact. Different measures are compared on the same criteria, with grants and incentives taken into account. The result is a forecast — once the measure is implemented, the actual savings are measured and verified.
08 — Service + Platform
Asya Mavi Enerji is an Energy Efficiency Consultancy company authorised by the Ministry of Energy and Natural Resources (ETKB-EVD-139). Ecowat is the workspace for our energy management, audit and efficiency project services. Instead of two separate suppliers, the institution works with a single partner that carries the obligation from start to finish.
09 — Security and hosting
Ecowat runs on servers in a data center certified to ISO/IEC 27001 information security, ISO 22301 business continuity and ISO 50001 energy management system standards. Each institution's data is isolated; personal data is processed under the KVKK.
10 — FAQ
No. OSOS is only one of Ecowat's eight modules and is positioned as operational data. Ecowat is an operating system that brings official invoices, activity data, alarm response, ISO 50001 work, simulation and sealed reporting into the same institutional context. OSOS data never replaces official data; it only verifies the invoice.
No. Ecowat does not connect to meters directly; it receives data from the distribution company's OSOS / MASS system with your institution's authorisation. Field hardware is not touched. The prerequisite is administrative, not technical: your institution's authorisation application to the distribution company. We prepare the application documents and run the process together. Data for supply points outside automatic reading is received via file upload.
The report is made on behalf of your institution and submitted with the approval of the spending authority. Ecowat prepares Table-2 in the Ministry format together with the reference consumption, actual consumption and savings calculation, and attaches an evidence pack of invoices, measurement summaries and the calculation trail. The source of every figure requested during Ministry verification can be shown.
Ecowat does not compete with Ministry systems; it feeds them. Data collection, invoice verification, climate correction and evidence production behind the reported figures are done in Ecowat; the result is transferred in the format the Ministry requires.
Ecowat works in all distribution regions. Where data cannot be collected automatically, files obtained from the distribution company are uploaded and all calculations are carried out the same way. Data flow also continues uninterrupted through the smart meter (MASS) transition.
Ecowat is provided under a per-institution, time-limited license. It can be procured in line with your institution's purchasing procedure or as an addition to your existing energy efficiency service contract, and can be combined with the energy manager service and compliance services in a single contract.
The panel shows the days remaining until the license expires. When it expires you can continue to view your existing data; new records, automatic data collection and report generation stop until the license is renewed.
That is a deliberate design decision. If an alarm vanished the moment the value returned to normal, the institution would learn nothing from the event. Instead Ecowat moves it to Resolved by system — awaiting approval; a single intervention note closes it. The result: the root cause of recurring faults no longer sits in one person's memory but in a searchable institutional record.
Only when you authorise it, and always visibly. When an Asya Mavi Enerji consultant switches into your institution's screens, a context session is opened; this session is listed on your audit screen together with when it started and what was done within it. Silent access is impossible, and the access record cannot be deleted.
Yes — but not by deleting it. Official records are immutable: a correction does not delete the old record; it is added as a new record with its justification. The system always uses the current record, while the auditor sees the previous state together with the justification. This is the only method that stands up to both accounting discipline and external audit.
Simulation is a forecast and the system never hides that: every output carries a "Candidate Benefit" watermark and is not included in institutional gain totals. The real value appears after the project is implemented: what you actually gained is measured with climate and activity effects removed. Forecast and actual sit side by side in the ledger.
Building types and activity metrics are not fixed; they form a manageable catalogue. A new building type suited to your institution and its activity metrics can be defined; indicators and data entry forms are generated from that definition. The same applies to simulation scenarios.
